Challenge

Government contractors aren’t the only ones that must bid for work. Sometimes the government’s warfare centers must also position to support new platforms and programs. NSWCCD-SSES engineers faced that very situation as they positioned to support the Ohio Class Submarine program Test Facility.  Ultimately, this facility would be used to test prototype systems for nuclear powered submarines, and would position the Warfare Center as a preeminent propulsion power systems test facility for submarines. To seal the deal NSWCCD-SSES had only three months to identify the initial design of the facility, identify a roadmap and schedule to make the design a reality; and obtain relevant equipment quotes to cost the project. A full Integrated Master Schedule (IMS) was part of their deliverable.

Solution

NSWCCD asked McKean to assist with the project development effort.  Using our technology and enterprise transformation strategy methods, McKean’s experienced team of submarine engineers, project managers, and schedulers interviewed NSWCCD-SSES’s engineers and program managers and built the IMS, completing it on time and on budget.  This IMS included over 2,000 lines of data and determined the interdependencies between each element of the project.  The IMS was the backbone for NSWCCD-SSES’s submittal, and cost build up, helping them winning the project.

Success

McKean’s project schedulers created a management tool box of schedules, proposal pieces, and technical elements that allowed the NSWCCD-SSES Program Managers and Engineers to model the project requirements, identify ways to adapt to changing demands and reduced their execution risk.  The toolbox is also scalable for use with other Warfare Center projects.
